Claim the mountains near the cities, and arrest any attempts to approach. Let civilians through, and arm / train them continuously while they are there. Then, organize them into groups, and use them with the aid of intel and tactical knowledge to reclaim their homeland. Along the way, teach them about what it means to have a good, peaceful civic society, but focus less on politics and economics and more on human rights, liberty, and self determination. Help them to know how to knit together communities when the war is done. Teach them the way of war and peace at once. Then, use them to reclaim their homeland, and they will be stronger for it.
