If they once lived there themselves, and have lived for at least two generations (even briefly) then there will be a settlement made with the current owners to return it. Unless the current inhabitors / owners have a familial claim to the land, which means they'd be unduly displaced as well. This includes land that has been converted into commercial, but not industrial, land. If converted to industrial land, their share will be converted to a fractional share of the benefits produced by the industrial purposes... or they can just have it back if they'd rather not share then I'd require neighborhood social media boards that are arranged by geographic locations so people can always stay in touch. But highly localized, refusing contact with distants. There would be a higher level channel which ideally and most readily accessible by viewing a different channel of talk.
